SAWPA is a regional entity composed of multiple local water delivery and treatment agencies. It uses a stakeholder process to conduct regional planning, the One Water One Watershed 2.0 process. SAWPA agreed to be a pilot project for the Water Sustainability Indicators Framework (SIF) component of the Water plan Update 2013. Its combination of broad stakeholder involvement, large and varied service area and technical capacity made it an ideal partner to test implementation of the SIF system.
